While there seem to be different types of confusions related to the new soccer rules about handball, we would like to make that shorter and simpler for you. The new rule published by the IFAB (International Football Association Board) is already in play from June 1, 2019.

However, the rule was not effective in the Champions League final between Liverpool vs. Tottenham.  And that unfortunate penalty in favour of Liverpool is something, which the supporters of Tottenham can still not forget and forgive.

The handball done by Moussa Sissoko was completely unintentional, and if the new rule would have been in the play, the final result could be different. The new rule was not applied to the final as it was included in the fixture of the previous year. And this match single-handedly proved the requirement of the new rule about handball in current soccer matches.

Related to the introduction of the new soccer rules related to handball, IFAB technical director David Elleray stated ‘Deliberate handball still remains an offence. What we are trying to improve are the situations where the players get a clear unfair advantage, as a result of making contact with the arm or hand.’

No More Unfortunate Handballs

Earlier, no matter what the scenario is, in case of a handball, the opponent team was awarded either a free kick or a penalty (in case the handball was done inside the penalty area.)

Now, at times players and the entire team had to suffer for these unfortunate mishaps. It might happen that a ball bounces and hits your arm. It can be even possible that your opponent hit the ball aiming at your hand. And, it was fast enough to hit before you could move your arm. And the consequence was going to be a free kick or penalty on the favour of your opponent.

In its new rules, IAFB has made sure that the players don’t gain any more unfair advantage or disadvantage as mentioned above because of the handball.

How The New Rules Differ From The Old Ones

Earlier, the moment a ball hits your arm or hand while the ball is in the play, the opponents used to receive a free-kick or a penalty. Now, there are certain exceptions to that.

When penalty or free kicks won’t be awarded

  • If the ball touches your hand after touching any part of your body like chest, leg, shoulder.
  • In case, if the ball touches your hand after touching the body part of your nearby player. And your silhouette is not unnaturally bigger.
  • If the ball touches your arm close to your body and the outcome of that is not something decisive.
  • Meanwhile, if you are falling down, and the ball hits your hand when it is not extended, you won’t be penalized.
  • However, in any case of handball, where the hand/arm of the player is extended from his body, these rules won’t be considered.

When penalty or free kicks will be awarded

  • The ball goes to the goal after touching your arm or makes a decision making outcome.
  • If the ball hits your arm first and then hits your body.
  • The ball hits your arm when it above your shoulder
  • The ball hits when your arm and your silhouette is unnaturally bigger

Related to silhouette, Elleray said ‘Players should be allowed to have their arms by their side because it’s their natural silhouette.’
